Announcement Strategic Growth Council Invites Applications for $106.2 million Through Transformative Climate Communities Program (TCC)

The California Strategic Growth Council (SGC) invites applications for Round 4 of the Transformative Climate Communities Program (TCC). The State seeks to fund the planning and implementation of community-led development and infrastructure projects that achieve major environmental, health, and economic benefits in California’s most disadvantaged communities.

In three rounds, SGC has awarded over $230 million in TCC implementation and planning grants to 26 communities in California through a competitive process, including eight Implementation Grants ranging from $9 to $66.5 million. SGC has awarded eighteen Planning Grants to support community-based planning and help communities prepare to pursue Implementation Grants and other sources of funding.

In the fourth round, SGC expects to award three Implementation Grants of $35 million and four Planning Grants of $300,000, bringing to over $335 million the total awards made through this innovative program.

The Round 4 TCC application period is open until July 1, 2022, and SGC is expected to make awards decisions in October of this year. All Implementation Grant applicants should submit an interest form by March 25, 2022, and will be provided with technical assistance to develop a competitive application. Applicants from tribal communities and disadvantaged unincorporated communities are additionally eligible for technical assistance for Planning Grants. Tribal communities and disadvantaged unincorporated communities may submit requests for technical assistance at any point during the application period. Planning Grant applicants must submit an interest survey by May 16, 2022.

TCC will host workshops throughout March for interested applicants.

Multiple partners in a community will submit a single application based on a shared vision for transformation. The collaborative will oversee implementation of the TCC Proposal. Eligible applicants for TCC include but are not limited to: community-based organizations, local governments, nonprofit organizations, philanthropic organizations and foundations, faith-based organizations, coalitions or associations of nonprofit organizations, community development finance institutions, community development corporations, joint powers authorities, councils of government, and California Native American Tribes.

SGC administers TCC in partnership with the California Department of Conservation.
